I am about to leave my desk for 12 days and thought that I would send out a newsletter before I left. The obvious big news of the interval between this issue and the previous, is the putting forward of the hands of the nuclear clock from seven to just five minutes before midnight. My assumption is that everyone who reads this newsletter will have read reports as to why the clock was moved forward and I will therefore make no further comment.

A more encouraging trend that is becoming increasingly apparent, is the movement towards alliance of the Greens and the major corporations in America. (Could this herald the creation of an earthly paradise in which the lambs lay down with the lions?) Prior to Bush’s State of the Union address, he was visited by the CEOs of ten of the nation’s major corporates who pleaded with him to take urgent legislative measures to curb carbon emissions. Slowly, as his subsequent speech revealed, the President is being nudged in the direction of doing too little too late. We have to welcome this as a major improvement on his previous policy of doing less than sweet Fanny Adams.

In this issue I will look at two other events. The first deals with the City Montessori School (CMS) in Lucknow and a presentation it is making at the highest levels of the Indian Government. It is a first step in the CMS’s and the WMGD’s (World Movement for Global Democracy) campaign towards instigating global government. The WMGD is a mundialist organization that is nurtured and administered by the CMS and includes on its board prominent mundialists (including two Sapiens members.)

The second item provides a glimpse into the world of Real Politik when it comes to the peace movement. There is discussion in progress as to whether or not it might be possible for the global governance movement to reconstitute the radio station in question.

In regards to India, the strategy that seems to be developing there is an attempt to influence the whole of the Indian body politic towards providing the leadership for what Professors Falk and Strauss term the “Interstate Treaty Process.” Such a process would involve a gradual coalescing of nations prepared to sacrifice some of their sovereignty towards the common good. Below you will find a copy of the appeal due to be presented in three days time. You will also see a press release from the CMS’s founder and leader Dr Jagdish Gandhi.

In trying to gauge the chances of success, it is well to bear in mind that India is a major world power with no shortage of influential political figures advocating expansion of military power, membership of the nuclear club, etc.etc. Sadly, India’s exceptionally strong tradition of peace and enlightenment is well counter-balanced by followers of the opposing tendency. A realistic view would have to be that we are not on the verge of a major break-through. Nevertheless, every effort helps prepare the ground for the massive change in attitude that is bound to occur (either just in time or too late) as the unpleasant truth finally registers with national leaders.

Dr Nirmale Deshpande is a leading Member of the Indian Parliament and a Gandhian peace activist. She is a renowned leader of the Gandhian peace movement. She is being asked to enable the presentation of a peace petition to the Indian Prime Minister and to the President of India.

We faxed a copy of CMS children's appeal to Dr Nirmala Deshpande and have sought permission to present the appeal on 30th January. There are five members in the delegation comprising Mr Gandhi, myself, our ex-student Kiri Atri, and two CMS students (grade IX) Chetan Mishra and Chahat Srivastava.

On 30th January, there are two separate functions related to Mahatma Gandhi. In the morning there is a prayer assemly from 9 am at Rajgaht, Gandhi Samadhi (where the Chief Justices offered floral tribute last December) and in the evening at Gandhi Smriti. The President and the Prime Minister usually participate in both the events and therefore, security is heavy and difficult to get passes. We are seeking passes for both the events and may even present the appeal at both the places, albeit to different people (Dr Nirmala Deshpande usually attends both the events but sometimes gives a miss to the evening program).

Respected Nirmala ji

Today, on the death anniversary of our Father of the Nation, Mahatma Gandhi, we the 31,000 students of City Montessori School, Lucknow appeal to you with folded hands that

* Through the Indian Parliament you remind everyone that it is the duty of all citizens of India that they preserve the legacy of Mahatma Gandhi and build the India of Bapu's (nickname of Mahatma Gandhi - meaning 'Father') dreams and to take his message of non-violence and peace to every nook and corner of the world.

* The Indian Parliament should send Parliamentary delegations to the national parliaments of all the countries asking them to follow Mahatma Gandhi's teachings of non-violence and peace in their policies and to ask them to declare the following

1 that they agree to resolve their disputes not by war but at impartial international court and agree to abide the decisions of the Court, if others also agree to do so

2 that they agree to a 5% annual reduction in military budgets, if others also agree to do so, and the money saved should be spent on education and health care of children

3 that all countries agree to democratically solve international problems and for this build consensus on shaping a new democratic international political and economic order.

We therefore request you to table a motion in the Indian Parliament for achieving the above

Demand for World Government on India's Republic Day
Earth Constitution is the last resort for saving the
world
from impending catastrophe — Jagdish Gandhi

Lucknow, 18 January 2007: The earth is plagued today by grave problems ranging from nuclear weapons, environmental pollution, global warming effects, malnutrition, poverty, unemployment, hunger and starvation, terrorism etc. which are ready to engulf humanity within the jaws of death and disease. The irony is that all the nations, developed and under developed are finding themselves in a hopeless position when confronted by these problems which continue to assume gigantic proportions day by day. The need of the hour is to develop a democratic system that is equipped to solving these global problems in a peaceful manner and saving the very existence of human beings on earth. In view of these enormous problems confronting humankind, the World Constitution and Parliament Association (WCPA) has taken upon itself to give a direction to humanity and prepared a Constitution for the Federation of Earth (popularly called Earth Constitution). These thoughts were expressed before the press personnel at a press conference held here today by the eminent educationist Mr Jagdish Gandhi.

Mr Gandhi is the Vice-President of the WCPA and the President is Dr T. P. Amerasinghe, eminent international lawyer and one of the authors of the Earth Constitution form Sri Lanka. Prof. Glen Martin from Radford University, Virginia, USA is the Secretary General of the WCPA while Ms Eugenia Almand of Japan/USA is its Deputy Secretary General.

At the press conference, Mr Gandhi distributed copies of the Constitution for the Federation of Earth and highlighted its importance in the present world scenario. Shri Gandhi appealed to the Heads of State and all citizens of the world to ratify the Earth Constitution and pave the way for constituting a World Parliament at the earliest.

Presenting his views before the press personnel, Shri Gandhi said that on 26 January 1950, the Constitution of India was came into force. Therefore it is highly appropriate for us to put forth our demand for an Earth Constitution on this very day. The Earth Constitution is based on the spirit of Article 51(c) of the Constitution of India. Article 51, as part of the Directive Principles of state policy clearly points out that the State shall endeavour to (a) promote international peace and security, (b) create just and honorable relations between nations (c) foster respect for international law and (d) endeavour to solve international disputes by arbitration. Mr. Gandhi said that today while on one hand, humankind is placed on the top of a dangerous and deadly stockpile of 36,000 nuclear weapons, on the other hand, it is crying in anguish and pain with the burden of incessant bloody wars in various parts of the world. These wars have not only killed and mainied hundreds and thousands of innocent women and children, they have also spread the deadly uranium dust released on use of destructive weapons during war. This uranium dust is causing various kinds of cancer and skin diseases leading to slow death and disease. In such a dangerous situation, mankind is left with no other resort but the enforcement of International law to bind all human beings in a reign of justice, law and order. For this, it is increasingly important to ratify the Earth Constitution.

Mr Gandhi informed the press reporters that the 'Earth Constitution' has been prepared by the World Constitution and Parliamentary Association (WCPA) after a series of meetings held from 1959 to 1991. The Earth Constitution has successfully prepared the structure and outline of World Parliament emphasizing the need for a World Judiciary, World Police, World Currency etc. It declares the manufacture and sale of nuclear weapons illegal. Mr Gandhi referred to various statements of great men of the world like Albert Einstein, Victor Hugo, Winston Churchill, Pt. Nehru, US President Bill Clinton, former Russian President, Gorbachev and a host of other famous persons who realized that the problems of the earth have become so complex and insurmountable at local or regional level that only a World Government could tackle them.

Mr. Jagdish Gandhi further said that like the National Parliament, the World Parliament would also have three major branches of (1) legislature (2) judiciary and (3) the executive. He said the present International Court of Justice at the Hague is simply a helpless global judicial body since its judgments have no legal sanctity. He remarked that no nation of the world seems interested in implementing the judgments passed by the International Court of Justice. The situation can change as soon as a legally constituted world parliament comes into being. Thereafter the judgments of the International Court of Justice would be legally enforceable. All local or regional conflicts could be referred to this court for final settlement. In view of the fact that the judgments so passed by the International Court of Justice would be legally binding on the nations, the local and regional conflicts would come to an end and peace restored.

Mr Gandhi said that a World Constitution is required because global problems require global solutions. He said that the Earth Constitution portrays the structure of World Parliament where there will be a House of Peoples and a House of Nations comprising national representatives of all countries of the world. There will also be a House of Counsellors comprising 200 representatives voted out of these two houses who will act as chancellors. Besides, this proposed World Parliament will have a world executive comprising a cabinet of 30 ministers, one president and 8 vice-presidents who will be responsible for the parliament. The world administration will have 30 departments, each having one cabinet minister each. Besides, this, there will be an international legal system to find solutions to various global problems. All the rules formulated under this system will be equally and forcefully applicable on all countries of the world. As per the Earth Constitution, the world will be divided in 5 continental divisions, 10 mega regions, 20 regions and at least 1000 districts. Under this constitution there will not be provision for any kind of army or defence forces and all the countries will have equal representation.

Chief Public Relations Officer of CMS, Mr Hari Om Sharma informed that through its Republic Day Tableau this year, City Montessori School is demanding the strengthening of the International Court of Justice for safeguarding the future of World's 2 billion children so that humanity may be saved from the imminent disaster and an atmosphere of world unity, world peace and global brotherhood be built up by creating a mass movement in favour of it. Mr Sharma said that through this tableau, CMS would lay stress on the formation of a World Parliament and the strengthening of the International Court of Justice as the last and only way to protect humanity.

The Story of the Radio for Peace International. (RFPI)

(Glen Martin, who writes this email, is Secretary General of the WCPA referred to in the opening paragraph of Jagdish Gandhi’s press release above.)

Dear World Citizens,

For a number of years I have been on the International Advisory Board of Radio for Peace International. Jean Parker, who was at the Chief Justices Conference for RFPI, also covered the Ninth Session of the Provisional World Parliament in Tripoli, Libya in April 2006 for RFPI. We are now trying to make arrangements for RFPI to also cover the Tenth Session in Kara, Togo from June 21 to 25, 2007.

The station and transmitter for RFPI were located, since 1987, on the U.N. University for Peace campus in central Costa Rica. This is "international territory," not controlled by the government of Costa Rica. But as many of us know, the United Nations has been colonized by the United States to ensure that nothing happens in that body that does not serve U.S. imperial interests and defeats any progress toward a decent world order.

When Canadian billionaire, Maurice Strong (who works closely with U.S. imperial interests) became the Chancellor of the U.N. University for Peace in Costa Rica several years ago, the U.S. began sending high State Department Officials to the campus regularly (observed by the RFPI staff who were located right there).

The RFPI staff uncovered an agreement between the U.N. University for Peace and the U.S. military to begin "anti-terrorist" military training on the huge campus of the University for Peace in Costa Rica. This, of course, is ironic, since Costa Rica has no military and would have no authority to stop such training done on the "University for Peace." The Radio Station exposed this agreement on the air.

The result was that the U.N. University for Peace, probably with the urging of the U.S., threw the Radio Station off the campus and destroyed their home operation three years ago. There was a huge struggle the previous year (in the courts of Costa Rica, etc.,) when the staff refused to leave the premises (which had been built with private donation money, including my own donations). But the courts had no power over "international territory." Armed guards were posed by the University for Peace to prevent people from going in an out, a huge chain link fence was put up around the RFPI building, water was cut to the staff (who struggled on, led by their courageous Founder/Manager James Latham), then power was cut to the station, and finally they were forced out. Equipment owned by the station and parts of the huge transmitters were taken down and salvaged and remain in Costa Rica in case the station finds a new home and can begin operating again. The $300,000 dollar building was in effect stolen from its owners by the "University for Peace." As of now its reporters (like Jean Parker and James Latham) remain without a home, so to speak, and the radio station operates through web-streaming on the internet.

I think there is a lesson in this for all of us who think there is some sort of hope remaining from the U.N.

I very much hope that we could cooperate with the RFPI people in this project, who are fine reporters and committed to a new world order, but as of now there is no station located in Costa Rica.
